Der russische Angriffskrieg gegen die Ukraine hat den zentralen Pfeiler der völkerrechtlichen Nachkriegsordnung verletzt – das Gewaltverbot der UN-Charta. Im Gaza-Krieg wird das humanitäre Völkerrecht zum Umgang mit Zivilisten nicht eingehalten. Die amerikanischen Zollsanktionen stehen nicht im Einklang mit den Regeln der Welthandelsorganisation. Wie reagiert Europa auf diese Herausforderungen? Welche Instrumente stehen zur Verfügung, um das Völkerrecht zur Durchsetzung zu bringen? Hoffmeister wird anhand der jüngsten EU-Praxis die Möglichkeiten und Grenzen des Völkerrechts in der internationalen Politik beleuchten.
About the speaker
Frank Hoffmeister studierte Jura in Frankfurt, Genf und Heidelberg, wo er 1998 promovierte. Seit 2001 ist er in der Europäischen Kommission tätig, zunächst als Referent für Zypern in der Generaldirektion Erweiterung und anschließend als Mitglied des juristischen Dienstes der Europäischen Kommission. Seit 2021 ist er Direktor der Rechtsabteilung des Europäischen Auswärtigen Dienstes in Brüssel. Darüber hinaus lehrt Hoffmeister internationales Wirtschaftsrecht an der Freien Universität Brüssel. Er hat zahlreiche Artikel zu Themen des europäischen und internationalen Rechts veröffentlicht.
